Mortise bricks, notch joists, or plane top of joists?

My upstairs room has a big hump in the floor. I removed the ceiling below the hump and found that when they built the house they rested the joists on the fireplace brick. Painted the front porch less than a year ago and it's already peeling badly. What am I doing wrong??

Used an outdoor paint from Home Depot (don't recall the brand). Scraped off the old paint and brushed the new stuff on. It started looking pretty rough gh last fall, and it's begging for a new coat. Epoxy not drying
