California Insurance Commissioner Ricardo Lara on Friday announced a change to the California FAIR Plan Association, the state’s residential insurer of last resort, that would allow its member insurance companies to assess policyholders in addition to themselves in the case of catastrophic fires that push the FAIR Plan to insolvency.

Windy Hill Property Ventures secured a $105 million loan from Värde for its apartment complex in Belmont.

The buyers are the founders of Mindful Therapy Group, a Seattle-based mental health care provider with offices in several states.
